As a Business Owner
I want to restrict a volume of licenses per site
So that i can manage the number of licenses each of my sites has the ability to activate
I want each site to be able to see through CM the volume of licenses active at that site only, how many are active and how many are not
I want managers who have access to see multi-site information to see the license allocation across all sites
I want each site to only be able to activate the volume of licenses assigned to that site
I want certain user groups (admins) to be able to reassign licenses between sites if needed
